Offsite Command Facility and Tier 3 Store (OSCF)
The OSCF project will provide Sellafield Limited with an off-site contingency facility, complete with necessary communications, which is radiologically ‘safe by distance’ from the Sellafield site.
To maximise the benefits of two stage tendering from early on, our pre-construction team worked with the design team, comprising of DAY Architects, Consultants Mott Macdonald and M&E Consultants TACE. We instructed surveys to inform the design offering the most cost effective solutions and informed decision making in response to cap ex and op ex. This early involvement improved the buildability and cost-certainty of the design, as well as creating a better integrated project team and a more cohesive approach to potential challenges.
Key considerations were identified during pre-construction including mitigating and reducing any congestion within the surrounding area; all deliveries to and from site have been undertaken within the guidelines of our project ‘Traffic Management Plan’. This plan is issued to all subcontractors and suppliers, compliance is mandatory and forms part of the works order.
We take great care to avoid conflict and disruption to the normal daily routine and activities of the building, local residents and other businesses. We ensure a safe, smooth and positive experience for the building users and neighbours through regular communication to ensure that they are aware of what works are being delivered and when.
Before any works could start on site there was a number of things that we had to have in place which included Seddon as a company being Cyber essentials accredited and all of the site team had to have Sellaffield Security Clearance and Disclosure Scotland Security Clearance.

This Contract has been taken through the NWCF and involves Seddon managing many sub- contractors as part of the works. The site is very well managed by Jeff Wallace who is a highly experienced Site Manager. Jeff is the key element to the Construction and Operations team and is proactive, pragmatic and leads by example. The construction team respond well to his management style. He assists with design reviews/project reviews, he manages the stakeholders, he engages in conflict resolution with neighbouring companies to ensure they are kept up to speed with the works and any potential issues are resolved, all of which he takes on in his daily routine of managing a construction site and continually liaising with myself as the Programme Manager.
