High Value Framework Dates

Dear NWCH Client,

Thank you for your interest in and support for the North West Construction Hub. The Hub has proven to be a huge success over the last four years. Public sector Clients in the North West used the current High Value Framework for almost £600m of procured projects and the Medium Value Framework for £200m.

The Framework Board and Management team are looking forward to following the above success with the new framework which is currently being procured and which will take over when the current one expires. This will look to meet the needs of public sector capital procurement into the future. It will be flexible and strongly driven by public sector culture and aspirations and will help to deliver meaningful social value whilst playing its role in making a positive impact on the image of the industry. The High Value Framework will be cost conscious and value driven whilst retaining the core partnering ethos that has made the current framework such a success. We are looking forward to be working with leaders and business partners who believe in a success that goes beyond number crunching and makes a positive impact on local communities who are the end users of construction projects.

To help you in your procurement planning, the following information sets out when the existing frameworks end and what these end dates mean.

Please see the below table showing the NWCH High and Medium Value Framework end dates and the NWCH 3 commencement dates, as well as the current and the new value bands.

If you have any projects you would like to procure over the next year, you’ll need to determine which framework applies and when.  Allowing for a lead period of ten weeks from Expression of Interest (EOI) and the Mini Competition to issuing a pre-construction contract, the following applies:

  • High Value Framework expires on the 14th Sept 2018, therefore the Mini Competition for High Value Framework needs to be issued by 13th June 2018 and a minimum of the pre-construction agreement needs to be signed before 14th Sept 2018 with a selected constructor partner for the procurement to be compliant.
  • Medium Value Framework expires on the 1st March 2019, therefore the Mini Competition for Medium Value needs to be issued by 1st Jan 2019 and a minimum of the pre-construction agreement needs to be signed before 1st March 2019 with a selected constructor partner for the procurement to be compliant.
